		<description>Pretty ugly. When companies run out of money go bankrupt; when states run out of money they become corrupt. The worst is that if they&#039;re somehow able to do this before other states, they really could make tons of $$, while likely attracting sleazebags all over the country, similar to the effect gambling has had on certain cities.

Smoking is bad, we want to discourage it.  Meanwhile, let&#039;s tax it for our bureaucratic programs...
