Charles Johnson details how clean-water regulations actively prevent citizens and organizations from cleaning up water on their own. An important component of libertarian theory is that the State stifles private, community-based, voluntary efforts to keep the environment clean and encourages/allows companies to simply follow the letter of the law instead of striving to innovate and take responsibility for the environment. This is yet another concrete example in support of this position.
